If you don't think they'd be fighting anyone else for him, then why do you care that they signed him sooner than free agency? As the cap goes up, player cap hits will also go up. That's how professional sports leagues work. Bogo got all of a $400K raise. We will still have about $6.5M in cap space left after Wallstedt graduates and we re-sign Chisholm to his RFA bridge deal.
